Expand1. Assign zone budget IDs to the model grid.
Right-click on the "Zone Budget IDs" dataset in the MODFLOW solutions and select Properties.... Select layers and assign IDs using the Zone Budget IDs editor array.

Expand2. Assign zone budget IDs using the conceptual model.
