  1. Set up global and output package parameters: TDIS, IMS, DIS, IC, OC.
  2. Set up flow package parameters: NPF, HFB, GNC.
  3. Set up optional package parameters, including boundary conditions such as: CHD, GHB, RIV, SFR, etc.
